I am looking for such functionality:

- edit an HTML document (e.g. Eclipse documentation), and trying to add a
snippet for an Eclipse extension point (which is pure XML).

- If I copy it into a <pre>...</pre> section, I have to quote manually all tag
"<>&" characters. So, it would be great to have an action like "Source (or
Refactor) -> Quote selected Text"

I know I have seen at least one other bug/enhancement request along these lines, but can not seem to find it now.  Maybe once the triage and categorization is done dupes will be easier to spot.
