The markup generated by the TOC editor wastes lines and space unnecessarily, reducing the readability of such a simple xml file.

I suggest <topic> elements take up one line instead of the 3 lines that it currently takes up.

That is, it should be written out like the <extension-point> element is written out in the plugin.xml.
