1. Right-click on a method in the Pkg Explorer view & select "add javadoc".
2. Eclipse will generate some default javadoc for the method.
3. Repeat step 1 on the same method.

Expected behavior:
Either the option should be greyed out or an error dialog should appear when it
is selected. 

Actual behavior:
A second blurb is added between the 1st & the method code.

We are in a phase where we only consider critical bugs for 2.0

Chaning state from assigned later to resolved later. Assigned later got 
introduced by the last bug conversion and is not a supported Eclipse bug state.

As of now 'LATER' and 'REMIND' resolutions are no longer supported.
