If no datatype has been created in the outline view, the Data Wizard can't be used, because it is a constraint to select a datatype. To make this more comfortable for the user, the Data wizard will get a new datatype wizard at the appropriate place in the dialog.

Datatype wizard added by chr.seitz, works without any bugs visible.

As this bug was concerned about version 0.3.0 actually and not version 1.3.0, I change the version of this bug, so users won't get confused about bugs for future versions that are already fixed.
