The user should be able to create an orm.xml file at any time in a JPA project, not only on project creation.

Dali should allow the user to generate an orm.xml stub, and the tools can then be used to work with that base orm.xml.

Given that it doesn't look like bug 220395 is going to be addressed in time for 2.0, this minor enhancement becomes much more important.  Re-targeting for M7.

This is a minor feature with Major usability benefits.  Its priority has recently increased as a result of another feature being dropped based on limitations in the ArtifactEdit framework.  See comment #2 for additional details.
