PMC members should have viewing and nomination access to all sub-projects, even though they may not be a committer on those sub-projects. Of course if they nominate someone for a sub-project that they are not a committer on, they would not be able to vote on that election.

To do this we simply need a PMC component.  I believe that this would be useful for other purposes as well, given the other bugs open about PMC access to meta-data, etc.

I've split the election requirement off into Bug 379035.

I've also moved this under the new PMI. We're not backporting this functionality to the portal.

PMC Members have edit privileges on all subprojects under their top-level. Marking as FIXED.
