In cases Refactor > Move... actually resorts to a textual-only move (e.g. moving a non-static field with MoveSubCuElementsPolicy), the move dialog should show a warning message e.g.:
[Warning Icon] Only performs a textual move. References are not updated.

The warning should only be shown in the move dialog, not on drag'n'drop.

Ha! Ran into this today, the dialog title says 'Textual Move' but I did not see that for a while.
