Creating a new file in an RSE EFS-backed folder, and then attempting to open it fails reporting that the remote file doesn't exist.
The remote file is successfully created and uploaded to the remote server, so it may be incorrectly marked as non-existing in EFS.
It has been reproduced by copy/paste an external file into a RSE EFS folder and also by creating a new java class, using FTP and SSH connections.
