Very annoying if you have long paths to your Jar files (for example, when using a Maven repository). You end up having to always increase the size of the dialog box and scroll around a lot. Would be nice if the project properties could be it's own perspective completely.

Which box do you revere to? The project properties dialog>Java Build Path page? What exactly is too small and why? Jar's are rendered as 'jar.file.name - path.to.jar'. A screen shot would help to understand your problem.

We can not resize the dialog on page selection. We will not add a new perspective for project properties.

I think the properties dialog should remember its size and location and restore the size and location when opened next time, would that help?
