The Web Page Editor flags <!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01//EN" "http://www.w3.org/TR/html4/strict.dtd"> as being a syntax error. The flag goes away when the editor is reloaded and appears to happen only when the DOCTYPE is manually entered into an empty HTML file.

I cannot reproduce this issue in 3.2.
