1. added one new bit to my plugin.xml
2. saved

The result was a completely differently formatted plugin.xml, with sections 
moved around, lines moved around within a section, and in general denser xml 
expressions plit across several lines. Nearly every line was changed, to the 
point where a compare on sync between is pretty well useless because everything 
changed.

The problem is:

1. We liked the format the way it was, were familiar with it, could navigate 
and change it quickly, and we formatted it that way because we found it easy to 
read.  So now all that has been undone without us asking.

2. It makes sync/compare useless because you can't be sure of what you are 
committing to the repo.  This is a serious problem - how can I be confident 
that the changes are only those I meant?

The general "incrementally change my XML but don't disturb my existing
formatting" issue is a much more difficult problem than respecting whitespace in
existing text.

Having said that, I notice that some plugins work around the text whitespace
problem by using included text, e.g.,

Defer to 2.2. We started working on a high-quality source editing solution that 
will use one shared model for form and source pages, but will not finish it in 
time for 2.1. Will restart work on it in 2.2.

Just so I understand, you say you started work on an XML source editing solution
for Eclipse for the 2.2 timeframe?

this problem went away in 3.0
