Patch applied, Mapfiles tagged. Also
 - added plugin.xml, toc.xml etc. to build.properties file
 - Renamed ContextHelp.htlm to SDWizard.html

Please verify with a recent build.

[target cleanup] 2.0 RC3 was the original target milestone for this bug
