When trying to navigate the web page editor without a mouse, there is no way to tab to the palette on the design page without the use of a mouse, leaving it inaccessible.

When the palette is docked, I can tab to the palette open/close button.  I can the shift-tab to the palette itself.  This allows me to get the drawers by using the up and down arrows and hitting enter to open and close them.

When the palette is in its own view, I can use Windows->View->Palette with the web page editor as the active editor.  With focus on the view, I can then use the up and down arrows to get to the drawers.
