Currently, there are no options for controlling folding of script source code.

This is especially annoying for comments in DLTK Ruby.
Indeed, when you open a Ruby source file, all comments are collapsed.

There should be options :
- for enabling/disabling folding for code blocks
- for enabling/disabling folding for comment blocks
- if the folding is enabled, an associated option should allow to choose whether the element (code or comment block) is collapsed or not by default.

Note that these options may be defined at the DLTK core level instead of at the DLTK Ruby level.
