.apply the 'public' filter
.remove the filter

the whole thing freezes while the outline is refreshing and there's not even a 
busy cursor

we can show a busy cursor for 2.0.

We should show a busy cursor in these cases. The following views are effected:

- Outliner
- Packages View
- Method View in Type Hierarchy.
