When we specify TCL interpreter executable location, we give it a relative path, e.g. {tcl_installed}/bin/tcl.sh where "tcl_installed" is a environment variable which Eclipse inherits from the shell.
So users set the path and don't need to worry about the upgrades of TCL.(They only need to have the command "setenv tcl_installed=tcl_next_v") 
Same applied to while specifing path for debugger and script checker.
Currently, DLTK needs an absolute path.
