This bug may depend on the disposition of bug 189579, but I think even if 
bug 189579 is not addressed, the PDE could do more on it's own. 

Seems the PDE could no if a bundle contained Java Code, and if it did, it could flag a warning that no Execution Environment was specified. If a bundle did not contain java code, then, apparently, it should _not_ contain an EE. 

Naturally, there should be the usual "ignore, warning, error" choices that go with other similar warnings.
