Steps To Reproduce:
1. Create a conflict by modifying a file locally, that was also modified by someone else. 
2. Synchronize.
3. In the Synchronize view switch to Incoming Mode
4. Turn on Show Change Sets: The Conflict isn't shown anymore, Turn off Show Change Sets: The Conflict is shown again (the latter is the intended behaviour, which is also the behaviour in all other modes)

More information:
I set the severity to serious because this may hide conflicts and lead to partial updates (which has happened to me), leading to an inconsistent local workspace.
