Preference Pages:

1. The OSGi Frameworks preference page is missing a blurb and a link to the yet-to-be created HTML doc.  Don't forget to add the doc to the toc.xml.

2. On the Target Platform preference page, put focus in the table viewer of the Plug-ins tab, you will get a blurb/link about the 'Source Code Locations' tab.  Rinse and repeat for the 'Implicit Dependencies' and 'Launching Arguments' tabs.  Same problem.  Links/blurbs should be updated.

3. On the Plug-ins tab of the Target Platform preference page, press the "Add..." button.  The wizard that comes up has no context help hooked up.
Also, if you select either option in the wizard and press next, the next page will not have context help hooked up either.

Patch for bug 187494.

All fixed up. Aside from the above comments, I also fixed up the Compilers Target Platform help contexts, since they were set improperly and would be quirky on occasion.
Also added a Target Provisioners page, which can be found through the context mentioned in Step 3 of comment 0, or under Task Wizards in the Help Table of Contents.
