There are still some Resource files which are not internal:

RSEModelResources.properties
   - org.eclipse.rse.core/src/org/eclipse/rse/core/model
ServiceResources.properties
   - org.eclipse.rse.services.dstore/src/org/eclipse/rse/services/dstore
SystemFileResources.properties
   - org.eclipse.rse.subsystems.files.core/src/org/eclipse/rse/subsystems/files
SystemProcessesCoreResources.properties
   - org.eclipse.rse.subsystems.processes.core/

According to our discussion in the committer meeting, all these properties files and associated Java classes should be internal.

I've moved those resources to internal now.

[target cleanup] 2.0 M6 was the original target milestone for this bug
