I20070327 + changes for bug 176320

If you delete all indexes (or if you upgrade a workspace from 3.2.2 to latest), the first Open Type shows progress between 10% and 19% while the indexing is in progress. Usually this takes much more that 9% of the search. 

The ratio given to the search all type names operation should be at least 80%. If workspace indexing is needed, then this would show the real progress. If indexing is not needed, the progress would not be exact, but it would be so fast that the user would not see it anyway.

Should work when bug 182917 is fixed. Keeping this bug in JDT/UI to verify.
