This is similar to 177537, just for toolbar groups:

For migration purposes, dynamic system type providers needs to add custom toolbar groups to the RSE remote system view toolbar to allow the migration ofr existing 3rdParty extension of existing legacy products with a limited effort towards the new RSE based products.

Added RSESystemTypeAdapter.addCustomToolbarGroups(IViewPart view).
Called from SystemViewPart.fillLocalToolBar(boolean).
