DuplicateAction shortcut conflicts with Debug's Display. This seems to cause Debug's Display action to be disabled.

Seems to be caused by the fix to bug 138513.

We need to define a context for this key binding.  See the org.eclipse.ui.contexts extension point.

Defined context for GMF Diagarm Editor and associated the binding with that context to fix this issue. Fix committed to HEAD for 2.0
