- make file read-only 
- open it 
- observe: context menu contains Local History actions. Only compare makes 
  sense for read-only files

This is not only a problem in the Java Editor. It occurs in all views that show 
Java elements. For exmaple:

- make file read-only
- open context menu in packages view
  observe: local history actions are enabled.

Best to fix in JavaHistroyAction. This should also fix the problem in the Java 
editor.
