Build F1

I can copy a member from class X to class X but I can not create a stub (using
SHIFT modifier). Either both should be enabled or both disabled.

Chaning state from assigned later to resolved later. Assigned later got 
introduced by the last bug conversion and is not a supported Eclipse bug state.

The stub generation feature has been completely removed pre I20070717-1020
