The current Web service project creation logic is based on facet template and user cannot choose to create a simple Java project.  However, certain Web service client runtime library may be deisnged to run without any server jars in the calsspath.

The workaround for this is to ask the user to pre-create a Java project before running the Web service client.

This bug and bug 172211 are closer to enhancement requests against the wizard. Will leave the severity as-is, but at this stage am deferring for consideration in WTP 3.0.
