Some clients are adding this behavior in their apps.  It might be beneficial to add this behavior to GMF (or maybe even GEF?).

The idea is that if you create a shape with the palette tool and size it outside of the viewport, the diagram will automatically scroll.

Also, if you move an editpart (DragEditPartTracker) outside of the viewport, the diagram will also automatically scroll.
