Some plugins have different Java compiler settings. For example, org.eclipse.cdt.core and org.eclipse.cdt.debug.ui.

It is also a Europa requirement to specify the version of the JVM that we depend on.

You can't have a target milestone set if no one has taken ownership of the bug to commit to the milestone.
