With WTP, PHP IDE and other projects where its 
users usually deploy local file(s) and directory structures to a remote 
(ftp) site the FTP and WebDAV support in Eclipse come in handy.

However, currently FTP and WebDAV only supports synchronization. Synchronizating the structure everytime I want to test an update to a single file is time consuming. I (and others) would like to be able to drag-n-drop set of files/directories from PHP Explorer / Navigation / OS Explorer to the target site structure (root or sub-directories) under Site Explorer, i.e. just like you can with the rest of Eclipse.

Sadly, FTP and WebDAV plugins are in fact no longer maintained.
http://www.eclipse.org/eclipse/platform-team/dev.php reads:

"There is also an additional set of plugins available for working with 
WebDAV and FTP. These plugins are not actively being developed but are in a functioning state."

I was involved in this discussion on the webtools newsgroup, and promised if an enhancement request was opened, I would mark it "help wanted". 

I think to properly "take over" or develop new WebDAV and FTP plugins would take a lot of work ... but ... if someone is willing to do it, I do think there is some that would find it useful. We in Webtools "looked around" when WTP started, but could not find that much interest in WebDav ... maybe its where and we just couldn't find it :) ... but good luck.
