Build 20020515

If you select all of the projects in Eclipse and then choose to import all with 
source you cannot get them in without errors (453 of them) even after 
rebuilding all. This does not happen when you import binary.

There was one problem related to org.eclipse.ui.win32 that was fixed. All other 
errors are not due to PDE. 

I tried importing everything with source with 20020517 build + the fragment 
fix. The only two projects that build with errors are org.eclipse.help.ui and 
org.apache.ant. I don't know why. Maybe the packaged source lacks some files or 
the prereq list is not correct.
