When debugging a program, it uses the bug icon for the program being debugged.
This has a negative connotation for the user's program.
Should indicate that it's a Java Application, not a Buggy Java Application.

Although we may consider showing a "java application" icon for the
root launch item itself, the generic icon for a debug target (VM
in this case is), it the bug. The icon shows that the target is
debuggable, as opposed to a system process which is not debuggable.

Do not intend to change.
