Creates a simple Group/Register layout and implements the data access using CDT GDM/MI native register access. This is read only access with updates.

I finally checked in this change.

I removed the TODO's from the code, if there are concerns that need discussion, please file bugs on them.  Also I plan to refactor the code for style at some point.
