1. Open up a logic diagram and ensure it's selected
2. Hover on the diagram figure (not on it's children) until the the popup bar appears.
3. While the popup bar is still up, move the mouse somewhere else on the diagram figure.
Note that the popup bar will disappear, but won't appear at the new location.

Expected: although the old popup bar disappears, the new one should appear at the new mouse location.

Note: the bug is relevent to connection handles only, not the popup bar as mentioned in the bug description.
