The WebServicesManager is hardcoded to using J2EE projects and artifact edits and the web service artifact edits have not been ported to be able to use binary j2ee modules.  This will limit the user from being able to add service references to web services defined in binary modules.

I'm not sure we can or should contain this for 1.5.1.
