Toggling a comment (or adding and removing a block comment) on the  line of a collapsed section makes the folding states go out of sync.  You may need to toggle/untoggle or add/remove to trigger this.

Assuming I understand your original issue here this appears to be fixed with a combination of Bug 281380 (code folding) and Bug 86520 (comment toggling).
