Use Preferences > Team > CVS > SSH2 connection to setup a proper id_rse key with passphrase.
Create an SSH Only connection. Do an implicit connect.
In the Enter password dialog, enter correct username and password.

In spite of the correct password already given, RSE asks for the passphrase.
Pressing cancel does correct authentication (through the password).

Suggestion: If a password is given, it sould be tried first (before passphrase authentication).
