Promote xml and structured editor infrastructure to platform.

This should allow better availability of the most common XML editing tasks for early adopters of the platform releases and also would make possible to reuse this functionality by other platform plugins that need XML editing, such as Ant and PDE editors, as well as other 3rd party plugins not necessary needed to be dependent on WTP tools (e.g. maven support, rails, etc).

resolving as "dup" ... our main effort in WTP, for next release, will be to "clean up" some dependancies, so the WST/XML part can more easily be installed with the base (without rest of WTP) ... so, this will address this somewhat, but, not entirely.

This is part of a mass update to close out all stale WTP bugs which are in the resolved state without an appropriate targeted version.  If you feel this bug was closed inappropriately, please reopen.
