For sake of completeness, IPropertySet should have a setDescription() method.

The getDescription() method is used by ServicesForm and ConnectorServicesForm.
For users who want to set a particular description, it is unclear how they can do so if they only know the API. It is an implementation detail, that they can set a property "description".
