Have to decide what we do now that workbench does not support multi-working sets
for 2.0.

Possible solutions:
- ignore workbench LRU list
- don't keep mutli-working set
- do some mixing between workbench LRU and multi-working sets

Current implementation ignores workbench LRU list (no updates either). Will
revisit time permitting for 2.0

Post 2.0 review:
- only affects the LRU list from Search. View filter uses the workbench's LRU list
- no further action possible until 15112 is fixed (currently marked LATER)

As of now 'LATER' and 'REMIND' resolutions are no longer supported.
