I'm opening this as a feature request, but am hoping some knowledable person 
can explain an easy way for me to make it work with current pde build concepts. 

Many projects have a history of building some features with other features 
"included". Such as PDE "incldued" JEM (but see bug 139359) and WTP "includes" 
Xerces. This works well for "zip file distributions" since its handy to get all these 'required' features into one zip file. 

But, as these features "come together" in Callisto update site, the correct construct is to use 'require'. 

So, we need a way to specify "require" in feature, but still have it fetched, built, and packaged up in zip file. 

Any suggestions? Documentation?

Currently we are not actively enhancing PDE build anymore. Therefore, I close this bug as WONTFIX.
