To reproduce:
1. Open/create any GMF editor example.
2. File > Page Setup
3. Select 'Use workspace settings'
4. Press 'Configure workspace settings'.
5. Enter arbitrary values for margin (and perhaps even select a different paper size, e.g. B4).
6. Press OK,OK and observe any changes.
7. goto File > Page Setup again.
8. Press 'Configure workspace settings'. Again, enter _different_ margin values this time.
9. Press OK,OK and observe any changes...there will be none.

When using workspace settings the page break edit part uses 'default' preferences.
