Screen reader cannot read images in Outline View when in Tree Mode
To reproduce:
- Create a note on a diagram.
- Set the Outline View to Tree Mode.
- Navigate through the items on a diagram in the Outline View using the keyboard.
RESULT: The screen reader only says "outline item" for the note.  It should say "note" or maybe the description on the note.
