The new element dialog provides a way to create a new inline XSD element for use in WSDL documents. This dialog provides no way to specify the namespace. I am aware that the new design of the WSDL design editor aims to get away from the notion that WSDL is an XML file and instead focus on the definition of a service. I think the set namespace option should be an advanced option in the new element dialog for those more advanced users.
