From bug 37525, it appears that there is some confusion as to what the 'packageName' argument is.
We should clarify it to say that it is the package declaration, and not the package fragment.

Change comment of @param packageName from:
the dot-separated name of the package of the type
to:
the name of the package declaration of the type (ie. a dot-separated name)
