I would find it usefull to have a option that would allow me to select some text in a jsp and have a context menu that would allow me to add quckly that text to a resource bundle (selected via project preferences).
This is important as often the web designers work in Dreamweaver and don't externalize text.

Interesting idea ... and is your thought this would only apply to string in JSP regions? 

Or ... would it also be useful to be able to select HTML text and "covert" it to 
JSP expressions/scripts (as well as put in resource bundle)? 

I'll have to check latest "specs" to see what recommendations are for proper NL enablment in JSPs.

It could be pluggable, I've suggested this same idea to a Resource Bundle editor plugin and they too find this usefull so it shuld be noted that other plugins might want to consume such a service selecting the text and do something with it.
Also I think I've read that on the NetBeans front, someone did something similar where you'd select some html and you could create a JSF from it but we digress.
