It would be cool if Next/Previous Error would work for all Java elements i.e.
would open/reveal the editor if the file is not in the active editor.

agreed. It would require that the packages view retargets these actions to a 
custom action that considers the current selection in the packages view.

An idea would be to make the editor's Next/Previous error action global. Other
views (e.g. Java Browsing views or Package Explorer) could then provide their
own actions to step through errors.

Chaning state from assigned later to resolved later. Assigned later got 
introduced by the last bug conversion and is not a supported Eclipse bug state.
