Need to extend the transaction API to provide for a specialized post commit listener that can open write transactions. Added to this these write transactions should be rolled into the parent transaction.

New DiagramEventBroker handling code

This patch when used with the latest EMFT transaction component (available on March 23rd in the afternoon) will give the DiagramEventBroker the ability to make changes when it called for to listen to postCommit events.
