Templates and Snippets are very similar but they have a few differences. In templates, only predefined variables can be used. In snippets, only user defined variables can be used. Templates appear in content assist but snippets appear in the snippets view. Why not unify these? In both cases, both predefined and user defined variables would be useful. Why not have a single template mechanism and let the template be displayed in either content assist or the snippets view, depending on preferences, either for each template or the category?

It's an interesting idea, but we don't have time to pursue it for now.  Bug 69581 has been making progress towards a view specifically to support Templates, which increasingly looks to address a different use case.
