The TextTool, in lookupAction(), currently maps certain keystrokes to actions such as pg up, pg down, line up, line down, navigate forward, backwards, etc.  It should register handlers with the platform's keybinding service for these commands (which are defined in org.eclipse.ui.workbench.texteditor).
