Steps:
1. Open a plugin.xml file (it opens in the Plugin Manifest editor)
2.

accidentally tabbed to commit...

2. Press tab until the "Overview" page tab at the bottom of the editor is 
highlighted.
3. Press the right arrow key.

The focus does not stay on the page tab. The user has to tab through every page 
to get back to the page tab and move to the next page.

This is not specific to PDE manifest editors.  All multipage editors in 
Eclipse have the problem.  Moving to Platform UI.

There are currently no plans to work on this feature.
